hot in New York...

I am not talking about the weather, it´s my apartment. The balcony door has been open for the last hour and it´s 2 degrees above freezing out there. There is not thermostat to regulate the temperature, but the apartment manager must be cold cause he´s burning the furnace on full blast. Should I consider running the AC in January...?
